Overview

Annex VII to Implementing Regulation (EU) 2021/535 governs EU type-approval of motor vehicles with regard to towing devices. The annex contains the model information document, the technical requirements, the test procedure and the model type-approval certificate.

Each towing device fitted to the vehicle must withstand a tractive and compressive static force equivalent to the force of gravity acting on at least half the technically permissible maximum laden mass. A stranded vehicle must be removable from the road on its own wheels: with the key present and without special tools or disassembly, it must be possible to tow it or put it in a towing-capable mode, following the user instructions. The manufacturer may restrict towing conditions, but must allow at least 100 m in less than 10 minutes. For M1 and N1 vehicles whose wheels are directly driven by electric motors, the manufacturer must provide instructions for roadside assistance if the wheels cannot rotate. The Regulation has applied from 6 July 2022. This summary was checked against the consolidated version of 1 January 2025 on EUR-Lex.

Scope

All motor vehicles must have a towing device at the front. Vehicles of category M1, except those not suitable for towing any load, must also have one at the rear. A rear towing device may be replaced by a mechanical coupling device under UN Regulation No 55 if the stated conditions are met.

The regulation applies to the following vehicle categories:

M

Passenger vehicles

N

Goods vehicles
