UN Regulation No 21 lays down uniform provisions for the approval of vehicles with regard to their interior fittings. It covers the interior parts of the passenger compartment, the arrangement of controls, the roof or opening roof, seat-backs and the rear parts of seats, and the power operation of windows, roof panels and partition systems.

Scope
It applies to the interior fittings of passenger cars; the definition of vehicle type covers vehicles of category M1. Rear-view mirrors are outside the provisions on interior parts.
